Minor but important nit:

How will our future selves know that we don't/wont add fortune
files/content?

That sounds sufficiently policy-like to document (if it isn't elsewhere
already). If not in the file that was just deleted (obvious naming),
then wherever other not-otherwise-classified policies go/are in the tree.
