    Update Portscout documentation
    
    - Fix the description of the ignore Portscout key. The ignore key is not
      meant to take a list of versions to skip as a value. This is the role
      of the skipv Portscout key.
    - Document the skipv Portscout key.
    - Indicate that more documentation is available in the Portscout repository.
