    Committer's guide: Fix about (re)moving ports
    
    Summary:
    - Move consideration about security vulnerabilities from instructions
      for removing ports to instructions for moving ports.
    - Reword the above consideration to take into account the splitting of
      vuln.xml into one file per year.
