books/fdp-primer: document generation of .po files

As answered by Vladlen Popolitov in bug #295678, comment #3, *.po files are
generated by Weblate every night. There is no need to edit/regenerate them
manually when editing the original english version of the documentation.
Document it in po-translations chapter.
