Watchgoose offers complimentary hosted monitoring services to FreeBSD
committers.

Moin advised me to submit the offer to the "Benefits and Perks for FreeBSD
Committers" section of the Committer's Guide and suggested including bcr@ in
the review.

The attached patch adds a short Watchgoose subsection with the benefit,
eligibility, and redemption instructions.

The patch is based on FreeBSD doc main commit
7e4fcb89d91fc37c68ca78ed3fe2ea045ecc60b9.

Verification:
- git diff --check passes
- a clean English documentation build passes with Hugo 0.164.0
- the rendered section and links were checked
