This patch adds LICENSE(s) to archivers/linux-rl9-lz4.
While here, pet port(lint,fmt,clippy).

This source, unlike archivers/linux-c7-lz4, only
contained COPYING (the GPLv2) license. So I've also
added (the required) LICENSE as provided by the LZ4
source repo: https://github.com/lz4/lz4 for completeness.
