i don't know why we don't do this, but there was some discussion about it on
IRC the other day.  i think jrtc27 was involved, so let's cc her and see if she
knows :-)

yes, this used to be a bit fucked in 14.x - /.cshrc and /.login were hard links
to /root and also weren't marked as config files in pkgbase (that was a
flat-out bug that we fixed in the 15.0 release cycle).

i will inform my lawyers that they can step down on the slander suit.
