[patch] look in source tree first for libsecret's own include files

Attached is a patch to get the libsecret build to look inward first for it own
include files.	This uses the PKGCONFIG_LINKDIR feature (work/.pkgconfig) to
get valac to look in the source tree.

There is no need to bump PORTREVISION for this change.	Nothing changes in any
of the installed files or meta data. This is only a build time adjustment.
