I don't know about the DOC option but I can certainly say that
poudriere has a bit of a problem with devel/doxygen :

So that stops the show right there. Some bizarre filesystem problem?

On FreeBSD amd64 and ZFS ?  I suspect there is no filesystem problem here
and yet somehow devel/doxygen fails to build.
