I am closing this because it is a hardware limitation, not a GNOME or ports
bug. The reporter's Intel Cougar Point HDMI audio device exposes a 'Vol'
control that only supports mute, not volume adjustment. GNOME correctly maps to
the master volume control. The fix is to use the 'PCM' mixer channel for volume
control on this hardware.
