[patch] fix gnumeric with non-default PREFIX (v2)

Refresh patch so it applies today.

No significant change - mainly context changes.

I used portfmt to order CONFIGURE_ARGS since that is the section I touched.

QA with attached patch:
 - poudriere testport (ok with and without PREFIX=<non-default>)
 - portclippy (ok)
 - portfmt (no new suggested format changes after attached patch)
 - portlint (ok - no new warnings introduced)
