Upgrade gucharmap to 17.0.2 with UCD 18

Despite the following note in meson.build:

# NOTE! This is an exact requirement. Each gucharmap version (major.minor) =

I tried to set unicode_req_version to 18.0.0, and it seems that gucharmap r=
uns
cleanly. Could you please check it, and let me know if you find any issue?

Remark: the patch to upgrade UCD to 18.0.0 is located in PR 295480.
