Looking for committers to add sysutils/fand to src

Hello hackers!

I'm interested in moving sysutils/fand from ports to src with the
following changes:

- handle multiple instances via the rc(8) script
- add capsicum(4) support (disabled for now)
- add cooling profiles support
- and some minor changes

Gory details can be found in the GitHub PR[1]. I think it would nicely
fit next to powerd(8). So do Corey Hinshaw, its original author.

But now I struggle to find some committers' attention, despite spmzt@'s
help.

It would be great if at least one committer could have a look. On my
side, I would be more than happy to reshape the patch to help this very
useful piece of software land into the base system
