Cirrus CI to shut down

Cirrus CI is the best cloud CI platform for FreeBSD projects (as well
as most other operating systems).  And I'm proud to have been Cirrus'
first beta user running FreeBSD.  But alas, it's no more.  Cirrus will
be shutting down permanently on June 1.  I've feared this day for a
long time, due to the lack of evident new development.  But it doesn't
mean that I'm not disappointed.  I guess we'll all have to switch our
projects to Github Workflows now, even though it's far less efficient
where FreeBSD is concerned.
