This is really not true.  The ports must be consistent, but that it.
After upgrading the system to any version, the existing binaries should
continue to work, and they do.

We do put a lot of efforts to maintain ABI to make this happen.
The only problematic area is the networking management.

In fact, if not the 13 deprecation, the packages could stay on the repo
built for 13, and updated there.
