This sounds great.  Previous proposals to parallelise rc.d execution
mostly didn't deliver the expected improvements because spawning lots
of different processes with a cold filesystem cache just bottlenecked
on the spinning rust - which isn't relevant for most systems now.

The rest of the features sound great - particularly the backward
compatibility.
