The announcement you quoted says:

   For instructions on installing FreeBSD or updating an existing machine to
   15.1-RELEASE please see:

     * https://www.FreeBSD.org/releases/15.1R/installation/

...and on that page there is an "Upgrading with Base System Packages" section.

The wiki points to the pkg(8) manual page, and in the FILES section it has
a link to the pkg.conf(5) manual page; web version:

It has a "repository configuration" section that might help.
