Yes, I'm aware of this. This has been the case
for over a year. No, I haven't got PREEMPTION
on any of my ia64 nodes, e.g.:

UZI> grep PREE /root/kernels/UZI 
#options        IPI_PREEMPTION
#options        PREEMPTION
