utf-8 support

Good evening,

Can I have support for utf-8 on a FreeBSD 4.9 OS ?

As far as I can understand what I need is a el_GR.UTF-8 definition in 
/usr/share/locale.

I can use the existing el_GR.ISO8859-7 but the result I get when I call 
strftime with this locale is in ISO 8859 format, which is useless on a 
web page that is witten in UTF-8.

Any ideas ?
