Adding or editing a locale

Hi,

I was wondering what is involved in adding a new system locale, or editing
an existing locale?

I've been poking around and saw mklocale(1) and colldef(1) for compiling
LC_CTYPE and LC_COLLATE sources, but I can't figure out how to compile the
remaining 3 categories' source files?  As well, I can't find documentation on
the format of the remaining 3 source files?
