[Bug 280390] NPTv6 not working

Found a new side effect with ipfw nptv6. Tested and confirmed on both FreeB=
SD
15.0-RELEASE and 15.1-STABLE.

When the following rule is present:
$cmd nptv6 NPT ip6 from any to any via vtnet0
(or `$cmd nptv6 NPT ip6 from any to any` without `via vtnet0`)

With the rule: VPN clients can access the IPv6 internet via the server, but=
 the
server itself loses all inbound and outbound IPv6 connectivity (cannot ping
external hosts, and external hosts cannot ping the server).

Without the rule: The server's IPv6 connectivity works perfectly fine, but =
VPN
client lose IPv6 internet access.
