problems with release/scripts

Hmmm... the make clean rule is missing
for the release directories.

I have also noticed that the setup.tcl script 
nolonger works if you run by cd'ing into release/scripts.
The setup.tcl sources scripts/commonvars.tcl which
fails if you follow instructions in README.
