Power state management is probably most significant to suspend, but,
unlike some of the power management stuff, this one is not a performance
hit and was intended to be enabled all of the time. I have it in
/etc/sysctl.conf and run with it set all of the time.

Perhaps imp or jhb can enlighten me if I don't correctly understand this.
