Purely on the basis its a toshiba, have you tried adding
hw.pci.allow_unsupported_io_range=1
to /boot/loader.conf ?

(my old 8100 needs this for its pcmcia to work although the symptoms
don't quite match and i seem to remember another tecra i had needed this
also.)
