AFAIK userconfig (to use boot -c) has been replace with device hints.
You'll need to set the appropriate hint at the boot prompt using the
"set" command and then put your permanent hints into /boot/device.hints.
I don't know if there is a variable to disable eisa support in the
kernel though (I've briefly checked but didn't find anything).
