How is your system starting dhclient at initialization? Do you use
pccard_ether? What do you have in rc.conf for this? Do you have any
pccard entries?

It sounds like there is a problem with getting the card fully configured
and running before dhclient tries to get an address. You might try
sniffing the wire to see what, if anything, is actually sent out by
either your system or the DHCP server.
