No, the power cord got thrown in for free!  You just need to make
sure you specify the right version :-)

However, the front panel cover and the canvas carrying case was
extra, as was the RS-232/printer port :-)  Yes, configuring
one of these devices can be quite the challange and I see they've
added some new feature since I last looked, like the Bluetooth
analysis capability.  It's easy to work up to a pretty scary
price tag, once you start adding high-precision frequency reference,
narrowband filters and all sorts of other cool goodies.
