1) Your cvsup file would look like this:
-------------------------
*default tag=.
# cvsup12 is for Purdue Univ
*default host=cvsup12.FreeBSD.org 
*default prefix=/usr
*default base=/usr/local/etc/cvsup
*default release=cvs delete use-rel-suffix compress

src-all
--------------------------
save the above in a file called  /usr/local/etc/current.supfile.src

2) In /usr/local/etc  do:
# mkdir cvsup

3) Now do the following command as root:

# cvsup -g -L 2 /usr/local/etc/current.supfile.src
