New R3000Z Patch

version of the patch.
It looks for the hint hint.atkbdc.0.notest as opposed to hijacking the
atkbd disabled hint. I think it might be more suitable. Tested on a
3004US, and the Dual Opteron machine, no effect when disabled, or not
set, and allows the 3000z to boot once set.
