    multimedia/vlc: Update to 3.0.23

    - Allow to build with Qt 6 (experimental). Add general QT option and
      QT5/QT6 radio switch.
    - Enable FRIBIDI by default (required by HARFBUZZ).
    - Remove DEBUG from OPTIONS, respect WITH_DEBUG instead.
    - Do not silence commands.
