[Bug 254341] igb hung every 5-20 hours. ifconfig down+up solves the problem for next N hours

It's up to you on how to proceed.  I would like to see if the problem goes away
if the FreeBSD interface in question is not contending with management traffic
(dev.igb.XXX.mac_stats.mgmt_pkts_txd and recvd would be zero).  If so, then we
can investigate what if anything can be done about this or if it is a firmware
bug.
