review request: bridge(4) VLAN filtering

hello,

i while ago, i posted[0] that i have patches to enable VLAN filtering on
bridge(4), i.e. to allow both trunk and access ports to be connected to
a bridge and have bridge do appropriate filtering and tagging/detagging.
several people expressed interest in this, but unfortunately i'm finding
it hard to get these changes reviewed so i can commit them.

if anyone is interested in this, please consider reviewing the first
patch from this set which is here: https://reviews.freebsd.org/D49993

(more patches will be forthcoming if this one is committed.)
