pcap for congestion window drop after successful recovery

I attached a pcap.

We are not actually using the FreeBSD OS. We are using user-space TCP stack
with  fstack and cherry-picked the releases from your 14.3 to our software. In
our system, unfortunately we don't have black-box logging.

If you let me know specific part you want logging, I can rerun the test collect
the logs.

I will also share the logs that I added in tcp_sack_doack, which gives me clue
for this suspection.
