I think you are right, but also I suspect that the current consequences of
the issue are mostly nop.  I mean, currently it is impossible to have a
rule in db that is not installed, since de-facto install cannot fail.

Nonetheless, it is better to be fixed.  Would you submit the patch?
Nvidia would need some time to test it internally, if you agree.
