I see the same issue of link flapping on 14-STABLE with a Marvell Qlogic
QL41234HLCU-CK quad port 25G card (qlnxe driver) with DHCP.

On a port with a static assignment everything (including indicator lights) is
working just fine.

When testing on the same hardware with Linux (qede driver) there is no flapping
with DHCP.
