No, I'm using ix driver included with FreeBSD. I think ixv devices are listed
for virtual functions and are different from ix0 and ix1 which are physical.

Because you are setting these for a physical device ix0, if you try to set it
for virtual devices like ixv0, ixv1, etc, then those settings do nothing and TX
and RX queues for virtual devices are always set to 1. This is one of the
issues described in this bug. I understand somebody at Intel wrote the driver,
so may be they simply hardcoded just one setting for all virtual devices.
