I might hit something similar. I didn't have a default location for the "startup.conf" in /etc.

From my wiki https://wiki.freebsd.org/chengcui/vpp, I had:
> a startup.conf file (file location in default is the root repository of the git repository) is required for the vpp to run using gmake run
