I can hit wire speed (9.9 Gbps) with iperf3, RSS enabled (see my post on the
github discussion). I will try disabling RSS to see if CPU usage goes down or
up.

I can test another OS for comparison at some point, but I'm using this box as
my home firewall at the moment (with other users), so I have to be selective
with my down time. Which is to say, it probably won't happen in the next week
or two.
