rge: Wake-on-LAN support (D56259)

Hi Adrian and net team,

After a lot of debugging and testing I've submitted D56259 adding
Wake-on-LAN support to the rge(4) driver for RTL8125 series.
I've confirmed it works on bare metal (FreeBSD 16.0-CURRENT, Realtek
RTL8125 with the Gigabyte B650 Gaming X AX motherboard) after using the
patched if_rge module, but I'd like more testing on other RTL8125 variants
and motherboards before it goes in.

If you have rge(4) hardware, I'd appreciate if you could give it a spin.
