for anyone following along at home, the TLS fix seems to be this
OpenSSL commit:

https://github.com/openssl/openssl/commit/1d19060b55b3ab206cf1399220a4bdb5bd7c2d42

which was brought in via the OpenSSL 3.5.6 import a couple of days ago.
(they fixed it silently, no mention in the release notes.)
