It demonstrably does not work to receive ARP requests.

I did a little digging in that regard. The sysctl

  dev.igb.0.mac_stats_bcast_pkts_recvd 

(if it is to be believed) increases but these packets never reach the BPF layer
because tcpdump is silent. I have to think that's a clue, but I am not a kernel
dev. :)
