if_re(4): defensive fixes for the RTL8168 watchdog timeout (PR 166724) -
lost-interrupt recovery, safe reset/quiesce, and watchdog diagnostics.

Conservative RTL8168 fixes for PR 166724: recover lost Tx interrupts/doorbell,
harden the 8168G+ reset path, and add watchdog diagnostics — recovery/error
paths only, fast path untouched.
