if_rge / if_re / if_aq updates - please test!

hi!

I've merged in a whole bunch of fixes and work from contributors on
if_rge, if_re and if_aq.

* if_rge - multicast programming fixes, IPv6 neighbour discovery
should work properly
* if_re - a LOT of work to get the watchdog timeouts resolved (and
this PR - https://bugs.freebsd.org/bugzilla//show_bug.cgi?id=166724 -
has been open since /2012/ so thanks for people for sticking with it!)
* if_aq - lots of fixes, new chipset support.

If you're using any of the above hardware then please update your
-current tree, test it out and report back. I'll look at getting the
if_re changes into 15.2 if possible, otherwise they'll have to wait
for 15.3.
