Maybe the same issue as in bug 296652.

Try tcpdump on the sender interface (em0) and the receiving interface.
If you can see ARP Replay frames leaving em0 but never reaching the receivi=
ng
interface, it may be the same issue.

You can also try to replace the em0 with a network card of another manufact=
urer
and test if the behavior changes. I had the issue with an ix interface.
Changing it to a bge interface worked as a workaround. bnxt should also wor=
k.
