I find it a bit surprising that dnsmasq includes pfvar.h. Does it do so
unconditionally, or does it have some sort of autoconf check for the existence
of pfvar.h?

I think it's a FreeBSD bug that we're installing pfvar.h unconditionally, but
if we fix that and dnsmasq has pf as a requirement we won't actually improve
anything here.
