After 7e2781fdcfdbe489cc07572d33dc36bca06a342d, the sys/netpfil/pf/pfsync:bulk
testcase becomes flaky in CI and fails often. This is reproducible locally with
the following command, using 200+ consecutive runs for good measure:

bricoler freebsd-regression-test-suite --freebsd-src-git-checkout/url=/usr/src
--freebsd-src-git-checkout/branch= --freebsd-regression-test-suite/count=200
--freebsd-regression-test-suite/tests=sys/netpfil/pf/pfsync:bulk
