changed pf.conf to:
set debug loud
nat log on em0 from em1:network to any -> em0

client1: nping --icmp --icmp-type 8 --icmp-id 0 -c 0 8.8.8.8
gets respons
client2: nping --icmp --icmp-type 8 --icmp-id 0 -c 0 8.8.8.8
gets no respons

router logs this:
kernel: pf: wire key attach failed on all: ICMP out wire: 8.8.8.8:8
192.168.173.205 0:0, existing: ICMP out wire: 8.8.8.8:8 192.168.173.205 stack:
8.8.8.8:8 10.10.10.2 0:0
