This issue no longer appears to be present in any supported version:

    $ echo 'anchor "blacklistd/*"' | pfctl -nvf -
    anchor "blacklistd/*" all

Probably fixed in 585a5ed0bef4 ("pfctl: fix recrusive printing of anchors").
