The most important missing pieces are: 1) What rules are there in the anchors matching "blacklistd/*"? 2) Does removing the "overload <woodpeckers>" option have any effect? Providing merely an "extract" of pf.conf comes with the risk of omitting crucial information. I recommend reproducing in a brand new virtual machine, where blacklistd is not used, and then sharing the complete ruleset.
