This suggests the crash is NAT-related. Please post your full ruleset,
especially (but not limited to! Full ruleset!) the NAT rules.

It may also be worth trying a more recent version, because syzkaller reported
it can no longer trigger a similar panic:

It also failed to find a reproducer, so that may or may not be significant.
